"Success with style,
energy and enthusiasm"

The Honorable Richard T. Schulze

Senior Legislative Advisor

Congressman Richard T. Schulze joined the staff of Valis Associates in 1993 as Senior Legislative Advisor. Elected to the U.S. House of Representatives in 1974, he represented Pennsylvania's 5th Congressional District for 18 years. Included in his district were portions of Montgomery, Delaware, and Chester Counties, which encompass parts of the Philadelphia metropolitan area, including Pennsylvania Dutch country and historic Valley Forge.

During his congressional career, Dick served for 16 years on the House Ways and Means Committee, and became the ranking minority member on the Oversight Subcommittee.  He currently maintains long personal friendships with the Ways and Means staff and senior Members, including Chairman Charlie Rangel. During his 16-year tenure on the Trade Subcommittee, he was a leader in international trade issues, advocating for symmetrical and fair trade. His tax plan introduced in the early 1990s has recently been referred to as the best of the last 50 years.

Congressman Schulze vigorously championed American business and workers against unfair foreign competition and business practices. He fought against foreign dumping practices in the United States and successfully amended legislation that would have relaxed anti-dumping rules applied to Communist countries. His trade competitiveness bills were enacted into law, providing tax breaks for small businesses and reinstating the investment tax credit for productive equipment and machinery.

Dick was the founder and chairman of the Sportsmen’s Caucus, the largest caucus in the entire Congress, with over 300 members. He is still an active participant in the Sportsmen’s Caucus Foundation and the group’s shooting, fishing and golf outings. He often involves Valis clients in these valuable and enjoyable events. He is on the Board of the National Fish and Wildlife Foundation and the Congressional Safari Club.

Dick’s service on the Natural Resources Committee (Interior), the Armed Services Committee, and the Social Security Subcommittee, provided him with wide ranging expertise.

In 1994, Schulze founded the New Majority Society, an organization of former Members of Congress and senior officials from the Reagan and Bush Administration.

Before his service in the Congress, he was elected to the Pennsylvania House of Representatives and he held county and city elective offices. Prior to entering political life, Schulze was a businessman and is a three year veteran of the armed services.

Schulze was educated at the University of Houston, Villanova University, and Temple University. He was born and raised in Philadelphia and has lived in Pennsylvania for most of his life. He is married to Nancy and has four children.
